Rene V. Certeza was conferred with the degree of Bachelor of Science in Photogrammetric Engineering from the International Training Center for Aerial Survey in Left, Netherlands. A former CE student of the Institute, he became the first Filipino to obtain the degree from the annual international course.
While yet a fourth year student of Civil Engineering in MIT, Rene Certeza was sent abroad by Certeza Surveying Company to take advantage the most of the international scientific exchange courses being offered in Netherlands. The company took the vital step in preparation for its long-range program of helping the Bureau of Lands finish the survey of the Philippines by photogrammetry in fifteen years.
